South Korea Moves to Ban Convicted Animal Abusers From Owning Pets Ever Again

For years, one glaring gap in South Korea’s animal welfare laws has troubled activists and pet owners alike: a person convicted of abusing an animal could, in theory, walk out and adopt another one the very next day. Lawmakers are now moving to shut that loophole for good.

Closing a Long-Standing Legal GapFollowing a Global PrecedentProtecting Animals Before a Case Is Even SettledWhy This Bill Matters

A group of legislators has submitted proposed amendments to the Animal Protection Act that would give courts the power to bar convicted animal abusers from keeping or adopting pets for a defined period after their conviction. The bill was introduced by Rep. Han Zee-a alongside nine other lawmakers from the main opposition People Power Party.

Closing a Long-Standing Legal Gap

Current Korean law does allow punishment for animal cruelty, but it stops there — offering no real mechanism to stop someone from simply bringing another animal into their home once the legal consequences of the first offense are behind them.

In their proposal, the lawmakers were direct about the problem this creates. They noted that while there are provisions to punish animal abusers, there aren’t sufficient institutional measures to stop them from owning animals again, and that this gap has fueled growing concern about repeat cruelty.

Under the proposed bill, judges would be granted explicit authority to impose an animal-keeping ban as part of sentencing, legally preventing a convicted abuser from owning or adopting pets for a set duration determined by the court.

Following a Global Precedent

This isn’t an untested idea. Animal rights advocates in South Korea have pushed for years to bring the country in line with nations like Germany and Britain, both of which already allow courts to bar convicted abusers from keeping animals — not merely punishing the abuse itself after the fact.

By adopting a similar mechanism, South Korea would join a small but growing group of countries treating animal ownership as a privilege that can be legally revoked, rather than an unconditional right that survives even a cruelty conviction.

Protecting Animals Before a Case Is Even Settled

The bill doesn’t stop at post-conviction restrictions. It also proposes stronger protections for animals while a case is still working its way through the courts.

Under the new provisions, authorities would gain the power to swiftly remove animals from suspected abusers even before a conviction is finalized, placing them temporarily in designated shelters for safekeeping. This addresses another long-standing concern: animals often remained in dangerous situations for months or years while legal proceedings dragged on.

To support this shift, the bill would also make the operation of dedicated animal shelter centers mandatory, ensuring there’s actually institutional capacity to house animals removed from at-risk situations.

Why This Bill Matters

In their proposal, the lawmakers framed the legislation as a way to eradicate animal cruelty and meaningfully protect animals’ lives and safety, by streamlining penalties tied to breeding bans and adoption restrictions for people with a history of abuse, while making shelter operations a legal requirement rather than a discretionary option.

If passed, the amendments would represent one of the more significant tightening of South Korea’s animal protection framework in recent years — closing a loophole that animal welfare advocates have flagged for a long time, and giving courts real teeth to prevent repeat harm rather than simply responding after it happens.

For a country where pet ownership has grown rapidly, and where public concern over animal cruelty cases has been steadily rising, this legislative push signals a broader shift toward treating animal welfare as a matter deserving stronger, more proactive legal protection.
