Dubai just gave its stray animal population something it has never had before: a purpose-built home of its own.
On Sunday, Dubai Municipality opened an integrated Animal Welfare Shelter at the Birds and Pets Market in Warsan, marking a major step forward in the emirate’s efforts to care for stray cats and dogs, reunite lost pets with their owners, and find loving new homes for animals that need one.
A Shelter Built Around Rescue and Reunion
The new facility is designed to do far more than simply house stray animals. It brings together a customer service centre, a pre-adoption viewing area, and interactive adoption rooms where prospective pet parents can meet animals in person before making the decision to take one home.
On the medical side, the shelter includes a fully equipped veterinary clinic and a state-of-the-art surgical operating theatre fitted with advanced technology, along with a dedicated pet grooming unit. There’s also a reception and rehabilitation area for incoming stray animals, plus a specific space set aside for reuniting lost pets with their owners once identification and ownership details have been verified.
To strengthen the medical side of the operation, Dubai Municipality is working alongside Vets Fur Pets Veterinary Clinic and Phoenix Veterinary Clinic, a partnership that will support treatment for stray animals suffering from injuries or serious illness, while also driving public awareness campaigns around responsible pet ownership.
Adoption Just Got a Digital Upgrade
Alongside the shelter’s opening, Dubai Municipality also launched a new online platform that lets prospective adopters browse animals available for rehoming and view detailed health and behavioural profiles before visiting in person.
The idea is simple but powerful: help people make informed, thoughtful adoption decisions based on what a particular animal actually needs, rather than a snap decision made on the spot. It’s a digital-first approach that mirrors how modern adoption platforms are reshaping pet rehoming around the world.
Part of a Bigger, Science-Led Strategy
This shelter doesn’t exist in isolation. It’s the latest piece of Dubai Municipality’s broader, scientifically grounded approach to managing its stray animal population humanely.
The authority already runs Trap-Neuter-Return and Trap-Neuter-Vaccinate-Return programmes, under which stray cats are humanely trapped, neutered, vaccinated where necessary, and returned to where they were originally found — as long as doing so doesn’t pose a risk to public safety or the animal’s own wellbeing.
Earlier this year, Dubai Municipality also rolled out its Ehsan Stations initiative, installing 12 AI-powered smart feeding devices across the emirate, including 10 in public parks, to bring more structure to how stray animals are fed while easing the impact of random feeding on public spaces.

“The opening of the integrated pet shelter marks an important step in the continued development of Dubai Municipality’s public health and veterinary services,” said Dr Naseem Mohammed Rafei, acting chief executive of the Environment, Health and Safety Agency at Dubai Municipality. She added that the shelter reflects a “One Health” approach, recognising the close relationship between human, animal, and environmental health, while encouraging responsible adoption and reinforcing the values of compassion behind Dubai’s ambition to become the world’s best city to live in.
