Ahmedabad Municipal Corporation has expanded its mandatory pet-registration framework beyond dogs, requiring residents to register pet cats with the civic body as part of a wider attempt to build a more complete database of companion animals in the city.

The cat-registration drive opened on July 9, 2026, with a fee of ₹200 per cat and a current deadline of September 30, 2026.

AMC estimates that Ahmedabad has roughly 5,000 pet cats.

The move follows the city’s mandatory dog-registration programme, which began on January 1, 2025, and has gradually developed into a wider system linking pet identification, vaccination records and civic oversight.

By August 25, AMC had recorded 19,816 pet dogs and 263 pet cats, showing that while dog registrations have grown over more than a year and a half, cat enrolment remains at an early stage.


What cat owners need to submit

AMC’s registration process requires cat owners to submit documents that connect each animal to an identifiable household and vaccination record.

According to civic reporting, applicants need Aadhaar or voter ID, a property-tax or electricity bill, photographs of the pet and owner, a photograph of the place where the cat is kept, and a valid vaccination certificate issued by a registered veterinarian.

The registration system is available through AMC’s civic platform, while July reporting also indicated that offline assistance is available.

The vaccination requirement is particularly significant.

A registration database becomes more useful when it does more than count animals. Linking pets with vaccination information can support health monitoring, ownership verification and future civic planning.

Only 263 cats registered by August 25

The initial response has been modest.

Within the first 12 days of the programme, 91 cats belonging to 75 residents had been registered. By August 25, that number had risen to 263 cats.

Of these, 99 were classified as native-breed cats and 164 as other breeds, according to AMC data.

North West Zone recorded the highest number of registered cats, with 64.

Against AMC’s estimate of approximately 5,000 pet cats in the city, the current registry covers only a small share of the expected population.

That means the September 30 deadline is not simply administrative. It is a test of whether AMC can convert a mandatory rule into meaningful participation.


Dog registration shows how difficult compliance can be

Ahmedabad’s dog-registration experience gives a preview of the challenge.

Pet dog registration became mandatory from January 1, 2025.

The initial fee was ₹200, but repeated deadline extensions were accompanied by increases to ₹500, ₹1,000 and eventually ₹2,000.

The current dog-registration window runs from July 1 to September 30, 2026, with a ₹2,000 fee.

By August 25, 19,816 pet dogs had been registered.

West Zone led the city with 5,014 registrations, followed by North West Zone with 4,120, East Zone with 2,860, South West with 2,652, South with 2,382, North with 2,008 and Central Zone with 780.

Recent civic reporting has again referred to Ahmedabad having around 50,000 pet dogs, meaning a significant number remain outside the official registry.

Labradors still dominate Ahmedabad’s registered dog list

Earlier AMC data also gives a snapshot of the city’s pet preferences.

When dog registrations stood at 19,643, Labradors were the largest registered breed group with 3,867, followed by German Shepherds at 1,490, Shih Tzus at 1,413, Golden Retrievers at 1,367 and Rottweilers at 346.

Later AMC reporting also listed Pomeranians, Siberian Huskies, Pugs and Dobermans among frequently registered breeds.

The breed numbers are secondary to the regulatory goal, but they show another benefit of registration: municipalities can begin to understand not just how many pets live in a city, but what kinds of animals make up that population.


The legal framework needs an important distinction

AMC has linked the registration drive with broader animal-welfare and rabies-control objectives, including Animal Welfare Board of India guidance, the Animal Birth Control Rules, 2023, and India’s national rabies-elimination strategy.

However, those frameworks should not be described as if they directly create a nationwide requirement for every pet cat to obtain a municipal licence.

The Animal Birth Control Rules, 2023 regulate animal birth-control programmes and responsibilities around immunisation and sterilisation. They also include provisions for the sterilisation and immunisation of community cats.

Ahmedabad’s mandatory pet-cat registration, however, is a local civic requirement implemented by AMC.

Similarly, the National Action Plan for Dog-Mediated Rabies Elimination by 2030 (NAPRE) is specifically focused on eliminating human rabies transmitted by dogs. It supports systematic dog vaccination, surveillance, public education and a One Health approach, but it is not a national cat-registration law.

That distinction matters because AMC’s policy can support wider vaccination and responsible-ownership goals without every part of the mandate being directly prescribed by NAPRE.


Why municipalities want formal pet databases

For city authorities, registration can provide several practical benefits.

It creates an official link between an animal and its owner, helps verify vaccination status and provides contact information if a pet is lost, involved in a dispute or requires follow-up.

It also gives civic authorities a clearer picture of how many companion animals actually live within city limits.

Without reliable registration, cities often work with rough estimates rather than complete data. Authorities may know approximately how many pets live in a city but not where they are concentrated, whether vaccinations are current or how ownership patterns are changing.

Ahmedabad’s cat drive is an attempt to reduce that information gap.


Vaccination records could become more valuable than the registration card itself

One important feature of AMC’s system is that vaccination certificates are not treated as a one-time formality.

Civic reporting indicates that owners are expected to keep vaccination information updated.

That moves the system beyond basic identification.

For public-health planning, current vaccination status can be more useful than simply knowing that an animal exists.

Dogs remain the central focus of India’s dog-mediated rabies elimination programme, but maintaining accurate health records across the owned-pet population supports broader veterinary surveillance and responsible ownership.


Compliance remains the real test

Ahmedabad now has mandatory registration frameworks for both dogs and cats.

The harder task is getting pet parents to participate.

The dog programme has already shown that repeated extensions and higher fees do not automatically produce universal registration.

Cat registration may face an even bigger awareness challenge because municipal pet rules in India have historically focused more heavily on dogs.

With just 263 cats registered against an estimated population of around 5,000 as of August 25, AMC still has a considerable gap to close.

The September 30 deadline will therefore be an important test of whether Ahmedabad can move from announcing mandatory registration to building a genuinely representative citywide pet database.

If participation improves, the registry could become a useful foundation for vaccination tracking, responsible pet ownership and future animal-management policy.

If it remains incomplete, Ahmedabad will face the same challenge confronting many Indian cities: creating regulations is easier than bringing thousands of privately owned animals into a formal civic system.
