A pet Labrador died on a train, and the case now has Indian Railways’ pet-transport system under the scanner. One family’s trip to a wedding turned tragic. One of their four pet Labradors died on a long-distance train. The other three fell ill. The owner now alleges serious lapses in how the railways carried the animals. His account has reopened an uncomfortable question for India’s pet parents. How safe is it to move a pet by train? And what does the law actually promise?

Balbir Singh, a pet owner from Ludhiana, travelled to Pune in April for his sister’s wedding. He took his four Labradors along. He booked the dogs into the brake van of the Jhelum Express. All four, he says, were healthy when the journey began.

How the Labrador died on the train journey

The family says things unravelled mid-journey. One Labrador died near Jhansi. The other three ran a high fever that Singh blames on the stress and conditions of the trip. A happy family outing ended at an unplanned station. They grieved one pet and rushed to care for three sick ones. A pet Labrador dying on a train is every pet parent’s worst fear. This family says it happened in front of them.

The owner’s allegations

Singh has made several allegations about the arrangements. He says railway officials in Ludhiana sent him to a private animal transporter. The handler promised separate cages or a spacious enclosure. Instead, Singh alleges, he crammed two large Labradors into one small cage.

Singh also called the compartment unhygienic. He says staff never updated the family on the animals’ condition. The family found out only when they checked on the dogs themselves. Staff then insisted they offload the dead dog’s body at Jhansi. The family wanted to carry it to Pune for final rites. Singh says staff refused and did not handle the body with care. The family got off at Jhansi and made their own arrangements.

What the railways say

Manoj Kumar Singh, PRO of the North Central Railway’s Jhansi Division, answered the allegations. He told The Times of India that staff handed over the body at Jhansi “as per procedure.” The owner says he is still waiting for a satisfactory reply from the railways.

How pets are supposed to travel by train in India

Indian Railways does allow pet dogs on board, but only in two ways. Owners can book a dog into the guard’s brake van in a dog box and pay for it as luggage. The owner then feeds, waters and checks the dog at stoppages. A passenger in an AC First Class or First Class cabin can also keep a dog along. Charges apply, and so does co-passengers’ comfort. The railways do not allow dogs in AC 2-tier, AC 3-tier, Chair Car, Sleeper or Second Class coaches.

The rules put the duty of care mostly on the owner. The railways give you the space and the box. They do not promise supervision or veterinary help. That gap is where cases like this one start. It widens when a private handler steps in between the owner and the animal.

What the law says when a pet dies in transit

The Prevention of Cruelty to Animals (PCA) Act, 1960 governs most animal transport in India. Section 11 makes cruelty an offence. It covers carrying any animal in a way that causes unnecessary pain or suffering. Overcrowding, poor ventilation and filth during transit all fall under it.

The Transport of Animals Rules, 1978 go further. Framed under the PCA Act, they set clear conditions for moving animals by rail and road. These cover space, ventilation, food, water and a bar on overcrowding. The Animal Welfare Board of India (AWBI) backs them up. The PCA Act created this statutory body. It issues advisories on humane transport, and pet owners can approach it over alleged cruelty.

Penal law can apply too. Section 325 of the Bharatiya Nyaya Sanhita, 2023 — which has replaced the Indian Penal Code — punishes anyone who kills, poisons or maims an animal. Yet activists have long attacked the PCA Act’s own penalties. A first cruelty offence can draw just a token fine. Many call that far too weak to deter anyone. The same demand for stronger safeguards runs through other debates, including the draft rules on laboratory animals.

Part of a wider pattern

A pet Labrador dying on a train is not a one-off flashpoint. It joins a steady run of animal-welfare cases that keep forcing the issue into view. A widely shared cruelty case in Pune is one. A large rescue in Assam is another, where animal welfare groups pulled 26 dogs to safety. Each one sharpens the call for accountability.

Maneka Gandhi steps in

The case has also reached Maneka Gandhi. The animal rights activist and former Union Minister heard from the family. She has reportedly sought an inquiry. Her involvement lifts the incident beyond one family’s grievance. It feeds a wider debate on who answers for animals in transit.

What pet parents should take away

The episode carries hard lessons for anyone planning rail travel with a pet. Book only through official railway channels, not informal handlers. Get written confirmation of the arrangement and the caging. Insist on enough space and ventilation. Check on your pet at every stoppage you can. Carry its vaccination and health records. Note the on-board guard’s contact details for an emergency.

One caveat matters here. These allegations are the owner’s account, and no independent source has verified them. The railways maintain that staff followed due procedure. Officials are still looking into the case, and more details will follow.
