Madurai Corporation has crossed a major milestone in its citywide street-dog vaccination campaign, administering anti-rabies vaccines to 10,307 dogs since the programme began on July 18, 2026.

The civic body is ultimately aiming to vaccinate the city’s estimated 38,348 street dogs, spread across five zones and 100 wards.

The campaign combines anti-rabies vaccination with sterilisation under India’s Animal Birth Control framework, placing the programme at the intersection of public health, animal welfare and urban dog-population management.

For Madurai, the initiative follows years of concern over dog bites even as the city’s latest scientific census suggested the street-dog population itself had fallen compared with earlier estimates.

Scientific survey counted 38,348 street dogs

The vaccination target is based on a scientific dog-population survey conducted across Madurai Corporation limits.

The survey estimated 38,348 street dogs, down from an earlier estimate of 53,826 in 2020 and 47,573 recorded in 2012.

The exercise covered all 100 wards across five city zones and used sampling and grid-mapping methods, giving the corporation a clearer baseline for vaccination and sterilisation planning.


Five veterinary doctors and 33 dog-catching staff deployed

The operation is being carried out through a dedicated field team.

According to the latest municipal update, five veterinary doctors and 33 dog-catching personnel have been deployed using five dog-catching vehicles.

The district Animal Husbandry Department, animal-welfare groups and other volunteers are also supporting the campaign.

Assistant City Health Officer Abhishek said the programme has been progressing on schedule, with teams vaccinating around 300 dogs per day on average.

The corporation has also said its animal shelters are fully operational, allowing dogs selected for sterilisation to move through surgery and post-operative care in a more organised manner.


More than 4,000 dogs covered at high-priority institutions

One of the most important elements of the campaign has been its focus on public institutions.

A municipal update issued on August 29 said 4,285 street dogs were identified across 658 high-priority premises, including government offices, Government Rajaji Hospital, educational institutions and other major public facilities.

The corporation said this group had achieved complete sterilisation and anti-rabies vaccination coverage.

Prioritising such locations reflects concern about dog-human interaction in areas with high daily footfall, including schools and hospitals.

However, institutional spaces are also subject to a separate legal layer under recent Supreme Court directions.


Supreme Court has special rules for sensitive premises

India’s general Animal Birth Control Rules, 2023 provide for the capture, sterilisation, vaccination and management of street dogs by local authorities.

Under the broader ABC framework, treated street dogs are ordinarily managed according to territorial principles.

But the Supreme Court has created exceptions for sensitive and restricted premises.

In a May 19, 2026 judgment, the Court reaffirmed that dogs found inside locations such as educational institutions, hospitals, sports complexes, airports, bus stands, depots and railway stations should not simply be re-released into those same controlled premises after sterilisation.

That distinction is relevant to Madurai because many locations prioritised in the campaign fall within the institutional category. Vaccination remains consistent with rabies-control goals, while handling and release from sensitive premises must follow the Court’s directions.


Vaccination and sterilisation solve different problems

Madurai’s strategy combines two interventions that are often discussed together but serve different purposes.

Anti-rabies vaccination addresses disease transmission.

Sterilisation addresses population growth.

Vaccinating a dog does not reduce reproduction, while sterilising a dog does not protect it against rabies.

India’s Animal Birth Control Rules therefore treat sterilisation and immunisation as complementary parts of scientific street-dog management.


Rabies elimination is a national public-health objective

Madurai’s drive also fits into India’s broader National Action Plan for Dog-Mediated Rabies Elimination by 2030.

The plan uses a One Health approach, linking human health, veterinary services, local government and animal management.

Rabies is preventable, but once clinical symptoms develop it is almost invariably fatal.

Because dogs are the principal source of human rabies transmission in India, vaccination of dog populations is one of the most important tools for breaking the transmission cycle.

The public-health goal therefore extends beyond reducing fear of street dogs to interrupting rabies transmission through sustained vaccination coverage.


Madurai has faced high dog-bite numbers despite a lower dog count

The city’s vaccination push is also shaped by its recent dog-bite history.

When Madurai’s scientific dog census was reported in 2025, the estimated street-dog population had declined, but dog-bite cases had moved in the opposite direction.

Official data cited at the time showed 14,130 dog-bite cases by November 2024, the highest level recorded in the city since 2018.

That contrast shows why population count alone is not enough to measure risk. The broader challenge is building a stable, vaccinated and effectively managed street-dog population while reducing conflict in high-risk areas.


Questions over capture and release remain part of public debate

The city’s approach has already prompted debate among elected representatives.

At a recent corporation council meeting, councillors questioned why dogs were being caught and released back into local areas.

A senior corporation official told The Times of India that dogs were released only after vaccination, while animals showing aggressive behaviour were taken to shelters for further monitoring.

The discussion reflects a wider national tension: residents may expect permanent removal, while the ABC framework is based primarily on sterilisation, vaccination and regulated management, with separate Supreme Court rules for sensitive premises.


The next milestone is far larger than 10,000

Crossing 10,000 vaccinations is significant, but Madurai still has much of its estimated street-dog population left to cover.

The corporation’s average pace of around 300 vaccinations per day means sustained field deployment will remain necessary. More important than the headline number will be whether the city can maintain coverage, sterilise dogs at scale and keep monitoring high-risk locations.

Madurai now has something many cities still lack: a recent scientific population estimate, a defined vaccination target and an active multi-agency programme.

The next test is converting those inputs into measurable reductions in rabies risk and dog-human conflict.

For a city trying to balance animal welfare with public safety, that will be the real measure of success.
