Nearly two decades after the heartbreaking death of a police dog named Rana, the Punjab and Haryana High Court has upheld disciplinary action against the officer responsible for his care, bringing long-awaited legal closure to a case that continues to resonate with animal welfare advocates across India.

The judgment reinforces an important principle: animals serving in law enforcement deserve the same duty of care and accountability as any other member of the force.

A Tragic Death That Sparked Outrage

Rana, a police dog with the Haryana Police Dog Squad, died in May 2007 after reportedly being left without food for three consecutive days while his regular handler was on leave.

A post-mortem examination later confirmed that starvation was the cause of death, triggering widespread concern over the treatment of service animals entrusted to government agencies.

The incident shocked animal lovers and raised difficult questions about how working dogs—who dedicate their lives to assisting law enforcement—could suffer such severe neglect.

Court Upholds Disciplinary Action

The officer who was serving as the Dog Squad in-charge challenged the disciplinary punishment imposed on him, arguing that another constable involved in the matter had received a lighter penalty.

However, the Punjab and Haryana High Court dismissed the appeal, ruling that the in-charge officer carried greater responsibility for the welfare and supervision of the police dog.

The court found no reason to interfere with the disciplinary action, effectively upholding the punishment and closing the long-running legal dispute nearly 19 years after Rana’s death.

Responsibility Comes With Leadership

The High Court emphasized that individuals placed in supervisory roles cannot avoid accountability when animals under their care suffer because of negligence.

Although multiple personnel may have been associated with the kennel, the court determined that the officer leading the Dog Squad had the primary responsibility to ensure Rana received proper food, care, and monitoring.

The verdict sends a clear message that leadership also means accountability—especially when the lives of animals depend entirely on human care.

Police Dogs Serve Without Question

Across India, police dogs play a vital role in law enforcement. They assist in tracking suspects, detecting explosives and narcotics, locating missing persons, and supporting search-and-rescue operations during emergencies.

These highly trained animals work under demanding conditions and often risk their own lives while protecting the public.

Animal welfare groups have long argued that working dogs deserve proper nutrition, medical care, safe housing, regular exercise, and humane treatment throughout their service and after retirement.

Cases like Rana’s highlight the importance of maintaining strict welfare standards for service animals.

A Landmark Reminder for Animal Welfare

Although the legal battle stretched for almost two decades, the court’s decision serves as a reminder that negligence toward animals in official custody carries consequences.

For many animal welfare advocates, the ruling is about more than one tragic incident. It reinforces the idea that institutions entrusted with animals must uphold the highest standards of care and that accountability should not diminish with time.

The judgment may also encourage stronger oversight of government kennels and working animal units across the country.
