Dog owners in parts of the UK could soon face £100 on-the-spot fines if they fail to clean up after their pets, as local authorities move to strengthen rules aimed at tackling persistent dog fouling in public areas.

The proposed measures form part of a new Public Spaces Protection Order (PSPO), which is designed to improve cleanliness, protect public health, and encourage more responsible pet ownership. If approved following public consultation, the rules would give enforcement officers greater powers to penalize owners who leave dog waste behind in parks, footpaths, playgrounds, and other shared spaces.

More Than Just Picking Up After Your Dog

Under the proposal, dog owners would not only be required to clean up after their pets but may also need to carry suitable waste disposal bags while walking their dogs.

Failure to comply could result in a Fixed Penalty Notice (FPN) of £100. In more serious cases where offenders refuse to pay or repeatedly break the rules, authorities could pursue legal action that may lead to fines of up to £1,000 through the courts.

Certain exemptions are expected to apply, including assistance dog users and individuals whose disabilities prevent them from complying with the requirements.

Why Authorities Are Tightening the Rules

Local councils say dog fouling remains one of the most common complaints from residents.

Aside from creating an unpleasant environment, dog waste poses genuine health risks. It can carry harmful parasites and bacteria that may affect both people and other animals, particularly children who regularly use parks and playgrounds.

Officials believe clearer regulations and stronger enforcement will encourage greater accountability among pet owners while helping maintain cleaner and safer public spaces.

Public Consultation Before Final Decision

Before the proposed PSPO is formally introduced, residents and dog owners are being invited to share their views through a public consultation.

Authorities say community feedback will help ensure that the final rules strike a balance between supporting responsible pet ownership and protecting shared public areas.

The proposed order is intended to provide enforcement officers with clearer legal authority while reducing the need for lengthy court proceedings in straightforward cases of non-compliance.

Responsible Dog Owners Already Follow the Rules

Council officials acknowledge that the overwhelming majority of dog owners already clean up after their pets and act responsibly.

The new measures are primarily aimed at the small number of individuals whose actions continue to create problems for local communities.

Environmental officers hope the tougher approach will serve as a deterrent while reinforcing the message that maintaining clean public spaces is a shared responsibility.

Growing Focus on Responsible Pet Ownership

Across the UK, many councils already enforce similar regulations under Public Spaces Protection Orders, including requirements to clean up after dogs, keep pets on leads in designated areas, and carry waste bags during walks.

As pet ownership continues to grow, local authorities are increasingly focusing on education alongside enforcement, encouraging owners to play their part in protecting public spaces while ensuring communities remain welcoming for both people and pets.
