Police in Assam’s Karbi Anglong district stopped a vehicle in late October and found 26 dogs inside it. Their mouths were tied. They had been packed into jute sacks. Four animal welfare organisations worked with the police to get them out, and within hours they were at a care centre in Guwahati. That part of the story has been told well. What has not been reported is whether anybody has been charged, and underneath that sits a legal picture across the Northeast that is less settled than the word “illegal” suggests.

What happened

WhereKarbi Anglong district, Assam
WhenLate October 2026; reports appeared from 27 October
Dogs recovered26
Condition found inMouths tied, packed into jute sacks
First held atThe Veterinary Department in Karbi Anglong, in police custody
Moved toJBF’s Integrated Care and Resource Centre for Animal Welfare, Guwahati, within hours

The operation involved Assam Police working with JBF (Just Be Friendly), Humane World for Animals India, the UCI Foundation and Anaajoree.

Keren Nazareth, senior director for companion animals and engagement at Humane World for Animals India, said: “Every dog rescued from this trade is a life spared from immense suffering.” She described the operation as significant because several organisations had, for the first time, worked with police in a single coordinated effort.

Dr Shashanka Dutta, founder of JBF, said this was the organisation’s third rescue this year, bringing its total to 69 dogs. The dogs are being treated and rehabilitated, and homes will be sought for them once they recover.

What is not in any account of this

Four things are missing from every report PNN has reviewed:

  • Whether anyone has been arrested
  • Whether an FIR has been registered
  • Which provisions, if any, have been applied
  • Where the dogs were taken from, and where they were going

One local report names a person in connection with the incident, and says in the same breath that the person’s involvement has not been established. PNN is not publishing the name and will not unless a charge is reported.

Arrests have been reported in other Assam dog-smuggling seizures, so this is not a rule. But in this case, 26 animals were recovered and the public record so far says nothing about who is answerable for them. The rescue can be done in a day. A registered case is what decides whether it happens again next week.

One detail to be careful with

Accounts differ on the vehicle. The animal welfare groups’ statement describes a truck. A local news report describes a private car intercepted at a location on the highway. The difference bears on how many animals were being moved and what kind of operation this was. Until one account is confirmed, the honest description is “a vehicle”, and that is what PNN is using.

Nor has any report given the exact date of the interception.

Is the dog meat trade illegal? The accurate version

The animal welfare groups’ announcement calls the trade illegal, and the cruelty and transport offences are clear. The food-law position is more contested than that one word suggests.

Legal routeWhat it covers
Cruelty lawBinding the mouths of animals and transporting them packed in sacks engages the Prevention of Cruelty to Animals Act, 1960 and the transport rules made under it, independently of any food law.
TheftWhere the animals are owned or community-cared-for dogs taken without consent, the ordinary theft provisions apply.
Food safety lawContested. Dogs are not among the animals listed in the Food Safety regulations, which animal welfare groups read as no lawful basis for dog meat. In 2023, however, the Gauhati High Court held that the food safety regulator’s circular likely exceeded its powers and that the Act does not bar slaughter of animals left off the list.

So there are several routes to a prosecution, and the cruelty route does not depend on the food-law argument. What the High Court noted in 2023 was the absence of any legislation on the dog meat trade or its consumption. In the Northeast, the position varies by state.

Why the trade moves across borders

According to Humane World for Animals India’s research, tens of thousands of dogs are stolen or snatched from Assam’s streets every year and moved to neighbouring states, including Mizoram and Nagaland. That is an organisational estimate rather than an official count.

The legal position in those two states is not the same:

Mizoram: in March 2020 the state Legislative Assembly passed the Animal Slaughter Bill 2020, which removed dogs from the animals permitted for slaughter.

Nagaland: a July 2020 government notification banned commercial dog imports, dog markets and the sale of dog meat. In June 2023, a Single Judge of the Gauhati High Court’s Kohima Bench quashed it, noting that dog meat appears to be an accepted food among the Nagas. On appeal, a Division Bench delivered a split verdict on 22 April 2026: one judge would dismiss the appeals, the other would allow them. The matter is reported to be heading to the Chief Justice, so the question is unresolved.

That is the structural problem. Dogs are taken in a state where seizure is possible and moved towards states where the legal position at the destination differs, and in one case is before the courts. Enforcement then depends heavily on intercepting a vehicle in transit, which is what happened in Karbi Anglong.

Humane World for Animals India also reports that more than 50 vendors in Nagaland left the trade this year, taking the total to 80 who have done so. PNN has covered a comparable theft-for-meat network in Vietnam, where charges followed.

The number that frames all of this

One organisation has rescued 69 dogs this year across three operations. Tens of thousands are estimated to leave the state annually.

That is not a criticism of the people doing the rescues. It is a measure of how much of this work is carried by a handful of organisations with vehicles, volunteers and a care centre, against a trade that operates at a scale no NGO can match. Rescues alone will not close that gap.

What a working response would look like

Registered cases, not just seizures. A seizure recovers animals. A registered case under the Prevention of Cruelty to Animals Act and the theft provisions creates a record and a defendant.

Treating it as interstate movement. Dogs travelling from Assam towards Mizoram and Nagaland is not a district-level problem, and a district-level response keeps producing single-vehicle interceptions.

Published numbers. PNN has not found an official national figure for dogs trafficked for meat. The figures in circulation are NGO estimates, and a government count would change what can be demanded. For context on how thin the national data is, see PNN’s report on India’s first animal cruelty data.

Capacity at the receiving end. Twenty-six dogs arriving at once is a serious burden on a care centre: veterinary treatment, quarantine, space and eventually homes. Humane World for Animals India says it is building capacity within police departments and the Railway Protection Force.

Frequently asked questions

How many dogs were rescued in Assam?
Twenty-six, in Karbi Anglong district in late October 2026. They were found with their mouths tied and packed into jute sacks.

Who carried out the rescue?
Assam Police, working with JBF (Just Be Friendly), Humane World for Animals India, the UCI Foundation and Anaajoree. The dogs were moved to JBF’s Integrated Care and Resource Centre for Animal Welfare in Guwahati.

Has anyone been arrested?
No arrest has been reported in any public account PNN has reviewed, and it is not clear whether a case has been registered.

Is the dog meat trade illegal in India?
Cruelty and transport offences apply to the way these dogs were moved. On food law, the position is contested: animal welfare groups say dogs are not permitted food animals, while a 2023 Gauhati High Court ruling held that the Nagaland ban was beyond the authority used to impose it. There is no single national statute banning the trade as such, and state positions in the Northeast differ.

What is the law in Nagaland and Mizoram?
Mizoram removed dogs from the animals permitted for slaughter in 2020. Nagaland’s 2020 ban notification was quashed by a Single Judge in 2023, and the appeals produced a split Division Bench verdict in April 2026, so the matter is unresolved.

What happens to the rescued dogs now?
They are receiving veterinary treatment and rehabilitation in Guwahati, and homes will be sought for them once they recover.

With thanks to Humane World for Animals India, which announced this rescue and took part in it alongside Assam Police, JBF (Just Be Friendly), the UCI Foundation and Anaajoree. The quoted remarks, the account of the dogs’ condition and the estimate of dogs stolen from Assam each year are drawn from its announcement.
