Ernakulam Orders Stray Dog Census as District Plans Stronger ABC, Microchipping and Pet-Shop Enforcement

Ernakulam district has asked local bodies to conduct a comprehensive census of stray dogs within their jurisdictions as part of a wider effort to strengthen Animal Birth Control, rabies prevention and companion-animal regulation.

District Collector G Priyanka issued the direction during a stakeholder meeting involving local authorities, animal-welfare organisations and other representatives.

The basic objective is simple: local bodies need a clearer estimate of how many free-roaming dogs actually live in their areas before they can properly plan sterilisation, anti-rabies vaccination, shelter capacity and veterinary resources.

The district’s approach goes beyond counting street dogs, extending to emergency veterinary care, shelters, responsible feeding, pet-dog identification and tighter oversight of breeders and pet shops.

Census data could determine how ABC resources are distributed

The Collector asked every local body to identify the exact number of stray dogs within its limits.

Without a reliable population baseline, local bodies cannot accurately judge sterilisation or vaccination coverage or plan veterinary resources.

Under the Animal Birth Control Rules, 2023, sterilisation and immunisation of stray dogs are the responsibility of local bodies, municipal corporations and panchayats.

The Rules also reinforce the principle that ordinary community dogs should not simply be relocated as a substitute for scientific population management.

For Ernakulam, a district-level census could therefore become the foundation for more targeted ABC planning rather than relying mainly on complaint-driven catching.

>> ₹30 lakh earmarked for existing ABC centres

District panchayat president K G Radhakrishnan said ₹30 lakh has been earmarked for the day-to-day functioning of the Mulanthuruthy and Vadavukode ABC centres.

Both centres are already part of Ernakulam’s local-body ABC infrastructure.

The district is also taking steps to establish a new ABC centre in Aluva, which would expand surgical and vaccination capacity into another part of the district.

Adding capacity can reduce bottlenecks, but results will depend on consistent operations and how much of the dog population the centres actually reach.

>> ₹4 lakh allocated for microchips

The district has also allocated ₹4 lakh to panchayats for the purchase of microchips.

At the meeting, the Collector directed that licensing, anti-rabies vaccination, sterilisation and microchipping should be ensured for pet dogs.

Microchipping creates a permanent electronic identity linked to ownership and health records, helping authorities identify lost or abandoned pets and maintain a clearer registry.

It is important, however, to distinguish Ernakulam’s local direction from national law.

The Animal Birth Control Rules, 2023 do not create a blanket nationwide rule requiring every privately owned dog in India to be microchipped.

Ernakulam is proposing stronger local compliance and identification measures as part of its district management plan.


Authorities want to avoid rules triggering abandonment

The Collector also raised a practical concern around households keeping multiple dogs.

Officials acknowledged that imposing sudden restrictions could have unintended consequences if owners respond by abandoning animals.

Priyanka therefore called for legal measures to be framed with sufficient time for existing pet keepers to comply, rather than introducing abrupt restrictions.

A phased approach can reduce the risk that owners abandon animals rather than comply with new rules.


24-hour emergency veterinary care proposed for injured strays

The stakeholder meeting also discussed the need for a system providing 24-hour veterinary treatment for dogs injured in accidents or affected by illness.

Participants called for appropriate shelters supported by government infrastructure so that animals requiring treatment are not left without care.

The Collector additionally directed that shelter-entry criteria should be clearly defined and that permanent housing should be limited to cases where it is genuinely required after treatment and vaccination.

Clear shelter criteria matter because shelters are meant for animals that genuinely need treatment or longer-term care, not as a blanket substitute for ABC management.

Feeding will be organised through designated locations

Another part of the plan focuses on community feeding.

The district administration asked local bodies to identify specific feeding places and interested people who can take responsibility for feeding community dogs.

Organised feeding is intended to reduce conflict by moving feeding away from unsuitable areas and creating clearer accountability among regular caregivers.

Designated feeding points can also help ABC teams identify dogs for vaccination and sterilisation while reducing conflict around unsuitable feeding locations.


Pet shops and breeders come under sharper scrutiny

The district’s strategy also addresses a part of the street-dog problem that is sometimes overlooked: abandonment of privately bred and purchased dogs.

Ambili Purakkal of Daya Animal Welfare Organisation told the meeting that breeding centres and pet shops should be closely monitored to prevent abandoned pets from adding to the free-roaming dog population.

She called for strict registration checks, inspection of existing breeding establishments and action against unregulated animal sales.

The relevant national framework consists of two separate rules: the Prevention of Cruelty to Animals (Dog Breeding and Marketing) Rules, 2017 and the Prevention of Cruelty to Animals (Pet Shop) Rules, 2018, both of which require regulated registration and welfare compliance.


Commercial breeding can influence street-dog management

When dogs are bred or sold without adequate screening, health records or owner education, some are later abandoned. The 2017 breeding rules cover veterinary care, sale age, vaccination, buyer records and microchipping of pups sold by breeders, allowing authorities to address abandonment risks earlier in the chain.

Ernakulam is trying to connect multiple parts of the system

The district’s plan links population data, ABC capacity, veterinary care, feeding management, pet-owner accountability and commercial breeding oversight within one framework.

The challenge will be implementation across multiple municipalities and panchayats, each with different budgets, staff strength and existing veterinary infrastructure.


The census will be the first real test

For now, the stray-dog census is the most immediate step.

If local bodies produce reliable counts, Ernakulam will have a stronger basis for deciding where ABC capacity is insufficient, how many vaccines and microchips are required and which areas need more intensive intervention.

The ₹30 lakh allocation for Mulanthuruthy and Vadavukode, the proposed Aluva centre and the ₹4 lakh microchip allocation provide early signs of supporting infrastructure.

But the larger success of the programme will depend on whether the district can turn meeting directives into measurable coverage.

The broader test is whether Ernakulam can translate census data into more sterilisation, vaccination, timely veterinary care and stronger accountability for owners, breeders and sellers.
