Mumbai Police are investigating a disturbing series of cat deaths in the Kamawadi-Panjrapole area of Govandi, after six community cats were found with serious injuries within a short period.

The case came to light after local resident and animal caregiver Rubina Abdul Malik Pathan, who has been feeding and caring for cats in the neighbourhood for around five to six years, began finding the animals dead near the Shani Temple area.

According to one complaint-linked account, four cats were found dead on September 3, 2026, followed by two more on September 5.

The animals reportedly had severe head injuries, raising suspicion that they may have been deliberately struck with a heavy object.

An FIR was subsequently registered against an unidentified person, and the RCF Police Station has begun examining CCTV footage and other evidence to identify whoever may be responsible.

The investigation remains ongoing.


A Caregiver Who Had Known the Cats for Years

For Pathan, the case is not simply about animals found in a public space.

She had reportedly been feeding and helping arrange care for community cats in the area for several years.

When the first bodies were discovered, she photographed them.

After more cats were found with similar injuries, the repeated pattern raised concerns that the deaths might not be accidental.

Animal activist Pooja Srivastava later assisted Pathan in approaching the police and pursuing a formal complaint.

Two bodies were also sent to an animal hospital in Parel for post-mortem examination, according to published reports.

Those findings could become important in determining the exact nature of the injuries and whether the deaths can be linked to a common method or weapon.


What Police Are Investigating

The identity of the person or persons responsible remains unknown.

Police are reportedly examining nearby CCTV footage and attempting to reconstruct what happened in the area around the time the cats were found.

Key questions include:

  • Whether all six deaths are connected
  • Whether one person or multiple people were involved
  • Whether the same method was used in each attack
  • Whether CCTV captured suspicious movement near the feeding area
  • Whether post-mortem findings support deliberate blunt-force trauma
  • Whether earlier unexplained cat deaths in the neighbourhood are connected

Until the investigation establishes those facts, descriptions such as “serial killer” remain allegations or advocacy characterisations rather than a police finding.


PETA India Says the Problem May Be Larger Than Six Cats

The six-cat complaint is not the only account now under public discussion.

PETA India says nearly 20 cats may have been killed or mutilated in the wider Panjrapole/Chembur area since August.

The organisation has offered a reward of up to ₹50,000 for information leading to the arrest and conviction of the person or persons responsible.

PETA India has also urged authorities to examine CCTV footage and pursue the case quickly.

This broader figure should be understood carefully.

The police case widely reported in connection with Pathan centres on six cats found over a short period, while PETA’s statement refers to a larger alleged pattern extending back into August.

Whether all of those incidents are connected is still a matter for investigation.


A Note on the Timeline

Published reports are not fully consistent on the exact dates.

One account linked to the complaint says:

PETA India’s September 9 release gives a broader and slightly different sequence, saying cat bodies had also been found in August, six were discovered on September 4, and another dead cat and a distressed kitten were found the next morning. It states that the complaint and FIR were registered on September 9.

Because those accounts differ, Pets News Network is treating the precise expanded timeline as still subject to clarification.

The central fact, however, is consistent across reporting: multiple community cats in the Govandi-Chembur area were found with severe injuries, and police have opened an investigation.


The Legal Case

The FIR has been reported under Section 325 of the Bharatiya Nyaya Sanhita (BNS), 2023, along with Sections 11(1)(a) and 11(1)(l) of the Prevention of Cruelty to Animals Act, 1960.

BNS Section 325

Section 325 covers mischief involving the killing, poisoning, maiming or rendering useless of an animal.

The provision allows punishment of up to five years’ imprisonment, a fine, or both, depending on the outcome of the case.

PCA Act Section 11(1)(a)

This provision covers acts including beating, kicking, torturing or otherwise treating an animal in a manner that causes unnecessary pain or suffering.

The Prevention of Cruelty to Animals Act, 1960, is India’s principal legislation aimed at preventing unnecessary pain and suffering to animals. The Animal Welfare Board of India (AWBI) was established under Section 4 of the Act to promote animal welfare and advise the government on animal welfare laws and policies.

PCA Act Section 11(1)(l)

This provision addresses mutilating or killing an animal in an unnecessarily cruel manner.

The fact that an FIR has been registered means the allegations are now being formally investigated. It does not establish the guilt of any individual.


Why Post-Mortem Evidence Matters

Animal-cruelty investigations can be difficult when there are no direct witnesses.

That makes veterinary evidence especially important.

A post-mortem examination can help establish:

  • The likely cause of death
  • Whether injuries occurred before death
  • The type and location of trauma
  • Whether injuries are consistent across multiple animals
  • Whether poisoning, blunt trauma or another cause should be considered

When several animals are found under similar circumstances, comparing post-mortem findings can help investigators determine whether the cases may be connected.

Photographs taken by caregivers can also help preserve evidence from scenes that may otherwise change quickly.


Community Animal Caregivers Can Become Important Witnesses

The case also highlights the role community feeders and caregivers can play in animal-cruelty investigations.

People who regularly care for neighbourhood animals often know:

  • Which animals normally live in the area
  • Their usual health and behaviour
  • Whether an animal has suddenly disappeared
  • Whether unfamiliar people have been threatening them
  • Whether similar incidents have happened before

That local knowledge can become important when authorities are trying to establish a pattern.

It can also help police identify CCTV locations, witnesses and the normal movement of animals in the area.


What Residents Should Do If They Have Information

Residents should avoid confronting any suspected person themselves.

Anyone who witnessed suspicious activity, has relevant CCTV footage or possesses information about the deaths should preserve the material and contact the investigating authorities.

PETA India has also said information connected with its reward can be provided confidentially to the organisation.

Useful evidence may include:

  • CCTV or door-camera footage
  • Mobile-phone videos or photographs
  • Vehicle registration details
  • Exact dates and times of suspicious activity
  • Witness accounts
  • Information about previous attacks or threats toward animals in the area

Information should be shared with investigators rather than circulated with unverified accusations on social media.


Six Deaths — and a Larger Question About Community Animal Safety

For the residents who knew and fed these cats, the case has already created fear that other animals in the locality could be at risk.

That makes a timely investigation important not only for determining who may have killed the six cats, but also for establishing whether a wider pattern exists.

PETA India’s allegation that the toll may extend to nearly 20 animals raises the stakes further, but that larger number still requires investigative clarification.

For now, the case rests on evidence: CCTV footage, photographs, veterinary findings and witness information.

The most responsible path is neither speculation nor online vigilantism.

It is a thorough police investigation capable of answering three basic questions:

Who harmed the cats, how many incidents are actually connected, and can the person responsible be stopped before another animal is attacked?
