A years-long standoff between a Hyderabad dog rescuer and her housing society has reached a firm deadline, with the Telangana High Court ruling that 37 rescued dogs need a new, permanent home within three weeks.

The court’s decision came while hearing a writ appeal filed by People for Animals (PFA), which had sought permission to put the dogs up for adoption. The animals in question once lived in the three-bedroom Gachibowli flat of entrepreneur Kameshwari Pidaparthi, before being shifted to PFA’s facility in Nagole after residents of her gated community complained about the nuisance they were causing.

A Deadline Shorter Than What Was Requested

Pidaparthi’s mother had appealed to the court for two months’ time to arrange alternative accommodation for the dogs. The bench turned that request down, instead granting a firmer, shorter window of three weeks — a timeline that puts real pressure on finding a solution quickly rather than allowing the matter to drift further.

Medical Checks Already Underway

The court’s order noted that, in line with its earlier July 17 directive, an experienced veterinary team had already sterilised the dogs found medically fit for the procedure, with surgeries carried out on July 29 and 30. The Greater Hyderabad Municipal Corporation’s veterinary officer for the Serilingampally zone also reviewed the pre-surgical checks and blood reports before the procedures went ahead.

That level of medical oversight reflects how seriously the court has treated the animals’ welfare throughout the proceedings, even as it works through the broader question of where they’ll ultimately live.

What Happens If the Deadline Isn’t Met

The court’s order lays out a clear next step if Pidaparthi manages to find suitable accommodation within the three-week window: she must file an affidavit detailing the premises, allowing GHMC to conduct a formal inspection before the dogs can be relocated there.

But if no accommodation is secured in time, the court indicated it may take matters into its own hands — potentially allowing the younger dogs among the group to be put up for adoption directly, while separately deciding the custody arrangements for the remaining animals.

A Case That’s Been Unfolding for Months

This latest ruling is the newest chapter in a dispute that has been working through Telangana’s courts since at least last October, when GHMC’s veterinary wing first issued a notice directing Pidaparthi to remove the dogs from her apartment, citing complaints from more than 30 fellow flat-owners over noise, hygiene, and violations of civic norms under the GHMC Act.

Pidaparthi had challenged that notice, describing herself as a longtime rescuer who had cared for abandoned dogs for years without causing inconvenience to her neighbours. The case has since moved through multiple hearings, including a Division Bench directive asking PFA to submit a fresh veterinary assessment of the dogs’ physical and psychological condition, before arriving at this latest three-week deadline.

Pidaparthi told the court she had been rescuing and sheltering dogs for years, describing the animals kept at her flat as temporary residents who were simply awaiting adoption rather than permanent occupants of the property.

Why Cases Like This Keep Coming Up

Disputes between individual rescuers and residential communities are becoming an increasingly familiar flashpoint in Indian cities, particularly as more people take on informal, large-scale rescue and fostering work inside residential apartments not originally designed to house dozens of animals. Housing societies raise legitimate concerns about noise, hygiene, and shared living space, while rescuers argue they’re providing a genuine service that keeps vulnerable animals off the streets and moving toward adoption.

Courts have increasingly had to step in as arbiters in these situations, balancing the welfare of rescued animals against the practical realities of residential living — exactly the tension playing out in Pidaparthi’s case.

What Comes Next

With the clock now running on a firm three-week deadline, the coming weeks will determine whether Pidaparthi can secure and get approval for new premises to house the dogs, or whether the court will step in directly to decide their fate. For animal welfare advocates watching the case, it’s likely to serve as a reference point for how similar disputes between rescuers and residential communities get resolved going forward.
