There’s a particular kind of dread every pet parent knows: the moment a vet hands over a bill after an emergency surgery, and your stomach drops before your eyes even reach the total. Across Indian cities, that moment is becoming the single biggest reason families are finally taking pet insurance seriously.

The shift isn’t subtle anymore. India’s pet insurance market, valued at roughly $293.7 million in 2024, is projected to grow several-fold over the coming years as awareness spreads well beyond metro cities. Behind that growth sits a simple, two-part story: pets have become family, and keeping them healthy has gotten expensive.

When Pets Became Family, Their Healthcare Did Too

Ask any veterinarian in Mumbai, Bengaluru, or Delhi, and they’ll tell you the same thing: the emotional bond between pet parents and their animals has changed fundamentally. When a pet is treated as family, healthcare decisions for them start getting made the same way they would for any family member, based on what’s needed, not just what’s affordable in the moment.

That shift has real financial consequences. Veterinary medical inflation in India is currently running at close to 14% annually, with costs in cities like Mumbai and Bengaluru climbing 15–20% a year. A single diagnostic workup involving blood tests and an X-ray can easily cross ₹8,000. Surgeries push the numbers much higher still, an ACL repair can run ₹40,000 to ₹60,000, while cancer treatment can reach ₹1 lakh or more.

For pet parents who once budgeted for food, grooming, and the occasional vet visit, these are the kinds of bills that arrive without warning and without the option to postpone.

How Pet Insurance Actually Works in India

Unlike in markets such as the US or UK, pet insurance in India remains a relatively young category, though it’s maturing quickly. Most policies today operate on a reimbursement basis: the pet parent pays the vet upfront, then submits bills, vaccination records, and medical reports to the insurer for reimbursement. A small number of insurers have begun piloting cashless settlement at specific network hospitals, but that infrastructure is still limited compared to human health insurance.

Premiums depend on familiar factors, a pet’s age, breed, city, and health history all play a role. Younger pets cost less to insure, while premiums rise sharply once a dog or cat crosses eight to ten years old. Certain breeds prone to hereditary conditions, along with giant breeds, typically carry higher premiums as well. Most policies accept new enrolments for pets between 8 weeks and 7–8 years of age, though that window narrows for giant breeds.

Coverage generally falls into a few tiers: accident-only plans, illness-and-accident combinations, and comprehensive plans that add OPD or wellness riders. Comprehensive plans tend to be the most popular choice among Indian buyers seeking broader protection, though they also come at a higher premium.

A Growing Focus on Liability, Not Just Illness

One coverage area gaining real traction is third-party liability. In densely populated Indian cities, a startled dog can knock over a passerby or damage property in seconds, and the legal and financial fallout can be significant. Several comprehensive plans now bundle in coverage for legal fees and compensation, in some cases up to ₹10 lakh, reflecting how the risks pet parents worry about have broadened beyond just their own pet’s health.

Regulation Is Catching Up With Demand

The Insurance Regulatory and Development Authority of India (IRDAI) has also started paying closer attention to the category, pushing for greater transparency and consumer-friendly refinements as more insurers enter the space. That regulatory attention matters for a market that, until recently, offered limited choice and inconsistent policy wording.

Even so, gaps remain. Awareness is still concentrated in metro cities, pre-existing conditions are typically excluded, and claim processing timelines can vary meaningfully between insurers. What’s changed is the direction of travel: demand is rising faster than the infrastructure built to serve it, which is usually a sign that a category is about to scale.

What This Means Going Forward

For India’s expanding pet parent community, pet insurance is steadily moving from an afterthought to a genuine line item in household financial planning, sitting alongside health insurance and term plans in conversations that, five years ago, wouldn’t have included pets at all.

As veterinary care in India continues to advance, offering diagnostics, surgeries, and treatments once only available abroad, the real question for pet parents is no longer whether advanced care exists. It’s whether they can afford to say yes to it when it matters most. That’s precisely the gap pet insurance is increasingly being asked to close.
