“We Thought They Were Sacrificed for Humanity”
That’s the sentiment behind decades of dog pesticide testing, a practice built on the assumption that force-feeding chemicals to puppies is a necessary cost of protecting human safety. A new analysis of nearly a quarter-century of data suggests that assumption has been wrong almost all of the time.
Puppies as young as four to six months old, not yet fully grown, are the animals typically chosen for this testing. They’re cradled in researchers’ arms in a process that looks, at first glance, like ordinary feeding. It’s the opposite. These dogs are being force-fed pesticides and herbicides as part of toxicity trials required before agrochemical products can reach the market.
How the Testing Actually Works
Under the U.S. Environmental Protection Agency’s guidelines for 90-day oral toxicity studies in non-rodents, the test species must be a non-rodent mammal, and in practice, that almost always means a dog, specifically the beagle, a breed long favored for laboratory use due to its docile temperament and manageable size.
The testing protocol is rigidly structured. Dosing typically begins when dogs are four to six months old, no later than nine months, and requires at least three dose groups plus a control group, with a minimum of four males and four females per group. That means even the most basic study design requires at least 32 dogs.
Pesticide compounds get administered by mixing them into feed or drinking water, or through direct gavage or capsule. After the 90-day dosing period, most surviving animals are killed so researchers can examine everything from external surfaces to the brain, heart, liver, kidneys, and reproductive organs for signs of toxicity. There is no scenario in this testing model where the dog survives and goes home.

The Study That Changed the Conversation
The central question researchers set out to answer wasn’t whether these tests are unpleasant, it was whether they actually produce information that couldn’t be obtained any other way.
In 2023, researchers affiliated with the animal protection organization now known as Humane World for Animals, working alongside the agrochemical company Syngenta, published a paper in the journal Critical Reviews in Toxicology. The study examined existing test data for 195 pesticides evaluated by the EPA between 1998 and 2021.
The findings were stark. Dog studies provided data that could not be replaced by other sources for just 9 of the 195 pesticides reviewed, a mere 4.6%. Of the roughly 9,700 dogs used across all 195 substances tested, only 522 were involved in trials where dog data actually influenced the final hazard assessment.
For the overwhelming majority of cases, the same level of health protection could have been achieved using rat studies or other existing data alone. More than 9,200 dogs, in other words, were sacrificed for tests where a viable, non-canine alternative already existed.
Europe Reached a Nearly Identical Conclusion
This isn’t an isolated finding from a single research team. The European Food Safety Authority revisited the same question last July, examining whether dog toxicity studies were genuinely necessary across 461 pesticides.
The results echoed the earlier study almost exactly. Dogs were not found to be meaningfully more sensitive to pesticides than rats or other test animals in 97% of cases when setting acceptable daily intake levels, the amount a person can safely consume over a lifetime, and in 95% of cases when establishing safety standards for workers who handle pesticides directly.
EFSA’s conclusion was direct: in most instances, comparable safety standards could have been established using other animal studies or existing data without conducting any dog testing at all. The authority recommended shifting away from routinely repeating dog studies for every new pesticide, proposing instead that existing data be reviewed first, with new dog tests reserved only for cases where they’re strictly necessary.

South Korea’s Own Numbers Tell the Same Story
The pattern holds domestically in South Korea as well. Last November, a researcher from the National Institute of Agricultural Sciences presented findings at an international EFSA workshop, analyzing data from 18 newly registered pesticide compounds.
When dog test results were set aside and compared against data from rats and other animals, the necessity of dog testing collapsed dramatically. For acceptable daily intake standards, the share of cases genuinely requiring dog testing fell from 22% to 5.56%. For worker safety standards, it dropped from 50% to 11.1%.
In plain terms: for the large majority of these pesticides, safety standards could very likely have been set without putting a single dog through testing.
Policy Is Moving, But Slowly
Some progress has already happened. In the United States, a mandatory one-year dog toxicity study, once required for pesticide approval, was abolished in 2007, leaving only the 90-day requirement still in place. This past January, the EPA reaffirmed its goal of phasing out mammalian animal testing entirely by 2035.
South Korea has also begun moving, if belatedly. The Ministry of Climate, Environment and Energy this year established a joint public-private task force and is developing a strategy to promote animal-free alternatives for chemical testing between 2027 and 2035, alongside a plan to gradually restrict animal testing more broadly.
But the core issue remains unresolved. The one-year dog study is gone in the U.S., but the 90-day dog toxicity test is still standard practice for pesticide safety evaluations, despite mounting research questioning whether it adds any value at all. Translating clear scientific findings into actual regulatory change continues to move at a pace that lags well behind the evidence.
What Researchers and Advocates Are Calling For
Researchers and animal protection groups argue that by making fuller use of already-accumulated toxicity data and validated alternative testing methods, unnecessary dog testing could be phased out far more quickly than current progress suggests.
Humane World for Animals put the case plainly: “If we could end the one-year test, we can end the 90-day test. In almost every case, this cruel experiment provides no additional value in determining the risk of pesticides to humans.”
Why This Story Matters Beyond the Lab
This isn’t a story about a handful of unlucky animals in a single flawed study. It’s a story about a regulatory system that has continued mandating a specific form of animal suffering for decades, largely on the strength of assumption rather than ongoing verification, even as the scientific evidence supporting that assumption has steadily eroded.
Nearly 10,000 dogs over 24 years, the overwhelming majority sacrificed for data that added nothing beyond what could have already been obtained without them, represents exactly the kind of gap between established practice and current evidence that regulatory reform is supposed to close. As agencies in the U.S., Europe, and South Korea each independently arrive at similar conclusions, the pressure to finally retire the 90-day dog toxicity requirement, not just the one-year version already phased out, is likely to keep building.
For now, though, the puppies keep coming, four to six months old, cradled in researchers’ arms, still waiting for the policy to catch up with what the data has already shown.
