Kerala is putting a formal, round-the-clock structure behind how it handles street dog complaints, following years of ad hoc responses that have often left residents frustrated and animals mismanaged.

The state’s Local Self Government (LSG) Department has directed all LSG institutions across Kerala to set up dedicated 24×7 task forces specifically to respond to street dog-related incidents and improve coordination on animal management. The directive marks one of the more structured attempts yet to bring consistency to how complaints are handled across the state’s cities, towns, and panchayats.

Who Makes Up the New Response Teams

These task forces won’t be run by a single department in isolation. Instead, they will bring together officials from local bodies, the police, the health department, and veterinary services, creating a multi-agency structure designed to ensure faster, more coordinated responses whenever a public complaint or emergency involving street dogs comes in.

That kind of cross-departmental coordination has often been a weak point in past efforts, with responsibility frequently splintered between veterinary staff, municipal officials, and law enforcement without a clear, unified point of contact for the public.

Institutions Now Directly Accountable

Alongside the new task forces, the circular places clear responsibility on public institutions themselves. Preventing stray dogs from congregating at schools, colleges, hospitals, and bus stands will now fall directly on the respective local bodies, with nodal officers required to be appointed at each such institution.

Heads of these institutions will also bear responsibility for keeping their premises free of stray dogs, with officials warning that action may be taken against institution heads who fail to meet that obligation. At stadiums and sports complexes specifically, security and groundkeeping staff have been instructed to maintain round-the-clock surveillance to prevent stray dogs from taking shelter on the grounds.

Long-Term Solutions Get Renewed Emphasis

Beyond rapid response, the directive places strong emphasis on Kerala’s longer-term strategy: expanding Animal Birth Control (ABC) and anti-rabies vaccination programmes, which officials continue to recognise as the state’s most sustainable tools for managing street dog populations over time.

To support that, local bodies have also been directed to expedite the establishment of shelter homes for stray dogs and conduct special drives to capture animals in areas where the issue is most acute. The circular further opens the door to formal adoption, with local bodies now set to accept applications from residents willing to adopt stray dogs, who will be fitted with special identification tags once handed over to their new owners.

Why Kerala Is Taking This Step Now

This isn’t Kerala’s first attempt to manage its street dog population, but the structure introduced here reflects a more coordinated, accountability-driven approach than previous efforts. By combining a fast, round-the-clock response mechanism with sustained investment in sterilisation, vaccination, and shelter infrastructure, the state is aiming to tackle both the immediate safety concerns residents raise and the underlying population dynamics driving those concerns in the first place.

Officials are hopeful this dual approach — quick emergency response paired with preventive, long-term population management — will help reduce the friction that has periodically flared up between residents and street dog advocates across the state, while ensuring the animals themselves are handled humanely throughout the process.

What This Means for Kerala’s Communities

For residents, the directive promises a clearer channel for reporting street dog concerns, with defined institutional accountability rather than complaints getting lost between departments. For animal welfare advocates, the continued emphasis on ABC programmes, vaccination, and shelter expansion signals that humane management remains central to the state’s approach, even as it tightens enforcement and response times.

As these 24×7 task forces begin rolling out across Kerala’s local bodies, the coming months will show whether this more structured, multi-agency model can genuinely deliver on both fronts — protecting public safety while strengthening the systems meant to care for the state’s street dog population responsibly.
