For anyone who’s ever apartment-hunted with a dog or cat in tow, the frustration is familiar: scrolling through listing after listing, only to hit “no pets” or a fee that makes the whole thing feel out of reach. A new peer-reviewed study has now put real numbers behind exactly how unequal that struggle actually is.

Published in Frontiers in Built Environment, the study, titled “Predictors of Pet-Friendly Housing: How Market Dynamics and Social Vulnerability Shape Rental Pet Policies,” analyzed 27,284 rental properties across four major U.S. metro areas — Atlanta, Dallas-Fort Worth, Los Angeles, and Philadelphia — to understand what actually determines whether a rental welcomes pets, and who ends up paying the price when it doesn’t.

Big Buildings, Big Pet-Friendly Advantage

The research, led by Sue Neal, John Cornelison, and Sara Muriello, found that building size is by far the strongest predictor of whether a property allows pets. Compared to small properties with just 1 to 4 units, large properties with 16 to 100 units were found to be 4.39 times more likely to permit pets — and very large properties with over 100 units were a staggering 33.43 times more likely to allow them.

Professional management also made a massive difference. Properties run by professional management companies had nearly 10 times higher odds of permitting pets compared to those without professional oversight, pointing to a clear pattern: pet-friendliness in the rental market is increasingly shaped by scale and standardized business practices, not case-by-case landlord discretion.

More Fees Often Mean More Restrictions, Not Fewer

One of the study’s more counterintuitive findings involves the relationship between pet fees and pet restrictions. Researchers found that as pet fee burden increased, so did the likelihood of encountering breed restrictions, weight limits, and caps on the number of pets allowed — the opposite of what many renters might assume, since higher fees don’t appear to buy fewer restrictions in return.

This challenges a common assumption that higher pet fees function as a trade-off for greater flexibility. Instead, the data suggests fee-heavy properties are just as likely, if not more likely, to layer on additional restrictions alongside the cost.

Vulnerable Neighborhoods Face a Steep Uphill Climb

Perhaps the most striking finding involves neighborhood-level social vulnerability. Using the CDC’s 2022 Social Vulnerability Index, researchers found that properties located in the most socially vulnerable areas faced a 50 percent reduction in the odds of allowing pets compared to properties in the least vulnerable areas.

In other words, renters already navigating the greatest economic and social pressures are also the ones facing the steepest barriers to finding pet-friendly housing — a compounding disadvantage that researchers argue deepens existing housing insecurity rather than easing it.

Why This Matters Beyond the Individual Renter

The study’s authors argue that these patterns reveal something important: pet policies across the rental market are being shaped primarily by industry standardization and broad market norms, rather than by any kind of localized, property-specific risk assessment. In plain terms, decisions about whether pets are welcome often have less to do with an individual building’s actual risk profile and more to do with what large, professionally managed portfolios have simply adopted as standard practice.

That has real consequences. The researchers point out that systemic financial and structural barriers disproportionately burden low-income and socioeconomically vulnerable renters, many of whom may be forced to choose between housing stability and keeping a beloved pet.

A Case for Expanding Pet-Inclusive Housing

Rather than framing this purely as a market inefficiency, the study’s authors position expanding pet-inclusive housing models as a genuine opportunity for policymakers and housing providers. Their research suggests that more pet-friendly policies could help reduce tenant turnover, ease housing insecurity, and support broader social sustainability goals in urban housing markets.

For the millions of renters who consider their pets full members of the family, this study offers something rare: hard data confirming what many have felt anecdotally for years — that where you live, and how big your building is, can quietly determine whether your pet gets to come with you.
