Philadelphia’s largest animal shelter is sending out an urgent call for help, and this time, it’s backing that plea with real money.

ACCT Philadelphia, the city’s primary animal care and control facility, says it is now operating well beyond its capacity, with dog intake numbers not seen in nearly a decade. To ease the crisis, the shelter is offering financial incentives to anyone willing to foster or adopt, while also rolling out free spay and neuter services across parts of the city most affected by pet overpopulation.

A Shelter Stretched to Its Limits

Executive director Sarah Barnett didn’t mince words about the scale of the problem. “This month, for July, we’re on track to get about 700 dogs, which we haven’t seen those numbers since 2016,” she said.

That’s a staggering number for any single shelter to absorb in one month, and it’s putting real pressure on ACCT’s ability to properly house, care for, and eventually rehome every animal that comes through its doors. Overcrowded shelters don’t just strain resources — they raise the risk of stress, illness, and euthanasia for the animals stuck waiting the longest for a home.

Cash Incentives for Fosters and Rescue Partners

To relieve some of that pressure quickly, ACCT is using a financial donation to directly pay people and organizations willing to step in.

Anyone who fosters a large dog — 40 pounds or heavier — will receive $200, whether the foster period lasts four weeks or ends sooner because the dog gets adopted. Rescue partners taking dogs off ACCT’s hands are being offered $750 per dog, with an additional $500 bonus for organizations that take in two or more animals at once.

It’s a pragmatic approach: rather than simply asking the community for goodwill, ACCT is putting real resources behind the effort to move animals into safer, less crowded environments as quickly as possible.

Tackling the Root of the Problem

ACCT Philadelphia is also clear-eyed about the limits of adoption alone. As Barnett put it, the shelter knows it simply can’t adopt its way out of this crisis — which is why the organization is now offering free spay and neuter services across 22 zip codes in Philadelphia, targeting some of the city’s most under-resourced neighborhoods.

The logic behind this move is straightforward: fostering and adoption treat the symptoms of shelter overcrowding, but reducing overpopulation at the source is what actually prevents the crisis from repeating itself month after month. By making spay and neuter services free and accessible in underserved areas, ACCT is aiming to slow the flow of new animals ending up in the shelter system in the first place.

Real Adoptions, Real Impact

Behind the numbers are individual stories that capture exactly why this campaign matters. Chris Fox, who recently adopted a new dog named Harley, described the emotional pull that led him through the shelter’s doors. “I melted online, I came in, and I got her as soon as I could,” he said.

Every adoption like Fox’s frees up space, resources, and attention for the next animal in need — a small but meaningful ripple effect during a month when the shelter’s capacity is being tested like never before.

How the Community Can Help

For Philadelphia residents considering a new pet, this is a moment when adopting, fostering, or simply spreading the word carries extra weight. With incentives now in place for both individual fosters and rescue partners, ACCT is hoping the combined push — adoption, fostering, and preventive spay and neuter care — will finally start turning the tide on an overcrowding crisis that’s pushed the shelter to numbers it hasn’t seen in years.
