For a city home to lakhs of stray dogs, Delhi has just taken a concrete step toward giving them somewhere dedicated to go. On July 28, 2026, Lieutenant Governor Taranjit Singh Sandhu laid the foundation stone for what officials are calling the Capital’s first purpose-built dog shelter of its scale, marking a significant moment for animal welfare infrastructure in the city.

The ceremony took place in Dwarka’s Sector 29, with Delhi Mayor Pravesh Wahi, South Delhi MP Ramvir Singh Bidhuri, Najafgarh MLA Kailash Gahlot, MCD Commissioner Sanjeev Khirwar, and several other senior officials in attendance.

What the New Shelter Will Look Like

The facility will be developed by the Municipal Corporation of Delhi across nearly 6,050 square metres of land, with capacity to house around 1,500 stray dogs, including those flagged as aggressive. Officials say the shelter will offer safe housing, medical care, sterilisation, and rehabilitation, all built around modern infrastructure designed with animal wellbeing at its core.

According to a senior MCD official, the shelter will come up on a 2.5 to 3-acre plot within an existing complex that already houses two Animal Birth Control centres and a pet crematorium. The current kennels at the Dwarka Sector 29 sterilisation centre can only accommodate around 300 dogs, so this expansion represents a major jump in capacity. Construction is expected to begin shortly, with the project targeted for completion by November this year.

A Public-Private Partnership Built on Zero Cost to the MCD

What makes this project particularly notable is how it’s being funded. Sandhu described the initiative as a strong example of public-private partnership, noting that the entire facility will be developed through Corporate Social Responsibility support from the GMR Varalakshmi Foundation, meaning the MCD won’t bear any of the financial burden.

“Spread across approximately 6,050 square metres, the facility will provide safe shelter, care and rehabilitation for stray dogs with modern infrastructure designed to ensure their welfare and well-being,” Sandhu said in a message posted on X following the event.

Building It the Right Way

Rather than treating this purely as a civic infrastructure rollout, Sandhu directed the MCD to bring animal welfare organisations, resident welfare associations, veterinarians, dog lovers, and subject experts into shaping how the shelter actually operates. His goal, he said, was to ensure the facility runs in a scientific, sustainable, and compassionate manner — not merely as a holding space, but as a genuine centre for humane care.

During the same visit, the L-G also inspected Delhi’s only cremation centre for small animals, located within the same complex, and reviewed its functioning. He emphasised that both the shelter and the cremation facility should be managed with empathy rather than treated as routine civic assets.

Why This Matters for Delhi’s Stray Dog Population

Delhi’s stray dog population is estimated to fall somewhere between 8 lakh and 10 lakh within MCD jurisdiction alone — a staggering number that has long strained existing shelter and sterilisation infrastructure across the city. Animal welfare advocates have pushed for years for better facilities capable of handling injured, sick, and vulnerable strays with proper medical support.

Officials also indicated that a five-acre, MCD-owned plot in Mukundpur is being considered for a second, integrated facility combining an Animal Birth Control centre, a dog shelter, and a crematorium — built in line with Standard Operating Procedures set by the Animal Welfare Board of India and directions from the Supreme Court on stray dog management.

What Comes Next

Once operational, the Dwarka shelter is expected to ease overcrowding at existing facilities, strengthen rescue efforts, and improve coordination between civic agencies and animal welfare organisations. For a city where thousands of dogs are in urgent need of shelter, treatment, and long-term care, this project represents a meaningful shift toward more structured, humane management of Delhi’s stray dog population.
