A public grievance hearing in Madhya Pradesh’s Khandwa turned into an unlikely spectacle this week, when a man dressed head-to-toe in a dog costume walked into the Collectorate alongside a local opposition leader, drawing officials, media, and a crowd of stunned onlookers.

The unusual protest, staged on August 19 at the district’s weekly Jan Sunwai (public hearing), was a pointed message aimed squarely at Khandwa’s municipal authorities over what opposition leaders are calling a deeply mismanaged, and possibly corrupt, stray dog sterilisation programme.

A Costume With a Purpose

The man in the dog mask arrived with Deepak Rathore, Leader of Opposition at the Khandwa Municipal Corporation, who submitted a formal memorandum to the Additional Collector questioning years of spending on the city’s Animal Birth Control (ABC) sterilisation drive.

Rathore didn’t hold back on the symbolism. Referring to the costumed man as “our Doggy brother,” he told reporters the theatrics were necessary to draw attention to what he called blatant corruption carried out in the name of protecting the very animals the programme was meant to help. “To expose that corruption, our Doggy brother had to come from Delhi,” he said, adding pointedly that dogs are known for their loyalty, and are the ones being let down here.

The Allegation: ₹40 Lakh Spent, Little to Show for It

At the centre of the protest is a striking figure. Rathore alleged that the Khandwa Municipal Corporation has spent approximately ₹40 lakh over the past four years on stray dog sterilisation, yet the city’s stray population has continued to grow rather than shrink.

His memorandum called for a multi-point investigation: a review of the tendering process used to award the sterilisation contract, a check on whether the executing company was even eligible for the work, verification of documentation tied to payments, and a physical, on-ground audit of how many dogs were actually sterilised versus how many were claimed on paper.

Rathore made clear what he expects to follow if the probe confirms wrongdoing. He said that if investigators find the tender was awarded to an ineligible company, or uncover irregularities in the actual sterilisation work carried out, an FIR should be filed and legal action taken against the officials and company involved.

Officials Respond, Numbers Paint a Grim Picture

Additional Collector Kashiram Badole confirmed that the complaint had been received and would be examined. Meanwhile, separate remarks from another local opposition figure, Mullu Rathore, underscored just how serious the underlying problem has become. He stated that stray dogs in Khandwa are increasingly targeting both humans and animals, with roughly 13,225 people already affected by attacks, despite the municipal corporation’s lakhs of rupees in sterilisation spending.

That number lands against a troubling backdrop. Khandwa has seen repeated, serious incidents this year, including one case earlier where 13 children and an elderly woman required hospital treatment after a single stray dog bit 14 people in one area. Several victims needed surgical care for severe bites.

Why This Story Resonates Beyond Khandwa

Khandwa’s protest is a vivid, almost theatrical illustration of a frustration playing out in cities and towns across India: the gap between money allocated for Animal Birth Control programmes and the actual, verifiable results on the ground.

The ABC Rules, 2023, exist precisely to ensure sterilisation and vaccination reduce stray populations humanely and sustainably. But cases like Khandwa’s raise uncomfortable questions about oversight, accountability, and whether civic bodies are being held to account when funds don’t translate into fewer strays or fewer bite incidents.

For pet parents, animal welfare advocates, and civic administrators alike, the episode is a reminder that effective, humane stray dog management depends as much on transparent execution as it does on budget allocation. As Khandwa’s probe moves forward, the outcome could set a precedent for how seriously such complaints are investigated elsewhere in the country.
