The Andhra Pradesh High Court is tightening its scrutiny of how the state is handling its stray dog population, pushing authorities to back up their claims with detailed, verifiable documentation rather than general assurances.

The court is hearing a suo motu writ petition on stray dog management, initiated in line with directions the Supreme Court issued on implementing Animal Birth Control (ABC) measures and administering anti-rabies vaccinations nationwide. A Division Bench headed by Chief Justice Lisa Gill has been overseeing the case, seeking affidavits from state authorities detailing exactly what steps have been taken on the ground.

What the State Has Reported So Far

In a recent affidavit filed before the court, Andhra Pradesh’s Chief Secretary K. Sai Prasad laid out the state’s progress between January and June 2026. According to the filing, authorities sterilised 77,146 stray dogs, administered anti-rabies vaccines to 80,056 dogs, and shifted 3,041 dogs into 123 shelters set up across the state during that period.

The affidavit also outlined the state’s forward plans, including a proposal to establish 21 additional dog shelters and confirmation that 9.13 lakh anti-rabies vaccine doses have already been stocked at Primary Health Centres statewide, positioning the state to scale up its vaccination efforts further.

Why the Court Wants More Than Numbers

Raw statistics alone haven’t been enough to satisfy the court’s scrutiny. Courts across the country handling similar stray dog cases have increasingly pushed for detailed, audit-ready documentation rather than aggregate figures, given how difficult it can be to verify whether reported sterilisation and shelter numbers translate into genuine, sustained population control on the ground.

This pattern isn’t unique to Andhra Pradesh. The Supreme Court itself, while overseeing its own nationwide suo motu case on the stray dog issue, has previously criticised several states for filing what it called vague and incomplete affidavits lacking specific operational detail — a concern that appears to be shaping how High Courts, including Andhra Pradesh’s, are now approaching their own compliance reviews more rigorously.

Part of a Nationwide Judicial Push

Andhra Pradesh’s case fits into a much larger legal framework. Following its landmark order on stray dog management, the Supreme Court directed every High Court in the country to register its own suo motu writ petition, creating a decentralised system for monitoring compliance with Animal Birth Control Rules and institutional stray dog removal in each state.

That directive has already prompted similar proceedings in states including Delhi, Karnataka, Goa, and others, each working through their own version of the same core mandate: identify stray dogs on institutional premises like schools, hospitals, and transport hubs, sterilise and vaccinate them, and relocate them to designated shelters rather than releasing them back to the same locations.

The Public Health Stakes Behind the Numbers

Behind the legal proceedings sits a genuine public health concern. Anti-rabies vaccination coverage and sterilisation rates directly affect both the safety of communities living alongside stray dog populations and the welfare of the animals themselves, particularly in a state where large-scale civic infrastructure for animal management is still being scaled up.

With 21 additional shelters proposed and a substantial vaccine stockpile already in place, Andhra Pradesh’s reported figures suggest genuine movement on implementation. Whether that translates into the kind of sustained, verifiable compliance the court is now demanding through fresh affidavits remains the central question as the case continues.

What Comes Next

As the Andhra Pradesh High Court continues pressing state authorities for more rigorous documentation, the case adds to the growing body of judicial oversight shaping how Indian states manage stray dog populations — a process increasingly defined not just by policy announcements, but by courts demanding proof that those policies are actually being carried out.
